Born of parents whose families settled in Bakersfield, Water Stiern became a veterinarian and established practice there. He served in the Veterinary Corps of the U.S. Army Air Corps from 1942 to 1947. In 1958, he was elected to the State Senate and remained in office until 1986, when, as "Dean of the Senate," he retired. Throughout his tenure he served on the Agriculture and Education Committees.
